Vladimir Pavlovskiy graduated from The Higher School of MIA of the USSR in Tashkent and Academy of Internal Affairs of the USSR in Moscow.

Mr. Pavlovskiy (retired police colonel) served an operative officer at Criminal Investigation Department for 28 years, specialized at revealing grave crimes against a personality and retired being a deputy director of the Criminal Research Chief Administration at Ukrainian MIA.

Vladimir Pavlovskiy participated in the War in Afghanistan (special forces) and liquidated the consequences after Chernobil disaster. He has a number of government awards.

Mr. Pavlovskiy is the chairman of the commission on social problems at INTERNATIONAL POLICE ASSOCIATION UKRAINE SECTION and a coordinator at International Social Commission (ISC). He is as well on the board of the “Club of police veterans”.

He also actively participates in public activities of Ukrainian League of Afghanistan veterans (soldier — internationalists).
Hobbies: sport, hunting, fishing and chess.

Mr. Melnik (60 years old, retired major-general) traveled his long way from operative commissioner of the Criminal Investigation Department to the head of Internal Affaires Administration of Chernovtsy region.

In 1990 he was appointed the head of the main administration of Criminal Investigation Department of the Ukrainian MIA.

Since 1994 Mr. Melnik was the head of national bureau of Interpol in Ukraine.
In 1998 he became the president of public organization “Club of police veterans” (presented by retired workers of law-enforcement authorities).

Petr Melnik goes in for sport. His hobbies are chess, fishing and hunting.
